It’s 4:45 p.m. at the intersection of Wesleyan Drive and the VWC campus entrance. Traffic begins to increase and accelerate during rush hour. Cars, trucks and motorcycles speed past while Officer Jeffrey Hatcher of the 3rd precinct of the Virginia Beach police department manually directs traffic.
